Floyd L. Parks was born in Louisville, Kentucky on February 9, 1896. He received a BS in Mechanical and Electrical Engineering from Clemson College in 1918, and an MS in Engineering from Yale University in 1924. He was commissioned in the U.S. Army in 1918 and served in the following positions: From 1918 to 1923, Machine Gun Instructor under Captain Dwight D.
